  • Those who are temporarily or permanently staying in the Republic of Azerbaijan as family members of foreign nationals or stateless persons;
  • If they are the head or deputy head of an overseas legal entity with a branch or representation in the Republic of Azerbaijan;
  • If they are the head or deputy head of a legal entity based in the Republic of Azerbaijan of which the founder or at least one of the founders is an overseas legal or physical entity;
  • If they are sought for employment by the appropriate executive bodies;
  • To the extent that they work for a recognized media outlet in the Republic of Azerbaijan;

Required Documents for applying for Azerbaijan Temporary Residence Permit

If you are a foreign national or a stateless person applying for a temporary residence permit in the territory of the Republic of Azerbaijan, you will need to provide the following documents:

  • A sample of the application form authorized by the Cabinet of Ministers of the Republic of Azerbaijan;
  • A photocopy of your passport or other acceptable border crossing document;
  • If you are under 18 and do not have a passport, you must provide a notarized copy of your birth certificate or an equivalent document.
  • The document attesting to the existence of circumstances warranting the issuance of a temporary residency permit, notarized or otherwise attested;
  • A notarized letter from the family member or close relative granting permission to issue a temporary residence permit to a foreigner or stateless person.
  • Documentation from a trusted source stating that the individual is not infected with any of the hazardous infectious diseases on the list approved by the appropriate executive authority;
  • Original or certified copy of the document granting permission to enter, remain, or leave the territory of the Republic of Azerbaijan;
  • Justified application by a government body, business, or other institution that will be hosting foreign nationals or stateless individuals who are highly skilled in the fields of economics, industry, the military, research, culture, sports, etc. in the Republic of Azerbaijan;
  • One 3.5 x 4.5 cm photo and one 4.5 x 3.5 cm photo;
  • To register as a resident, a person will need to provide documentation proving that they live in a residential area.

Note: When presenting the permit card for temporary residence in the territory of the Republic of Azerbaijan, foreigners and stateless persons must also produce a receipt proving payment of the state fee. Failure to pay the state fee within the 30-day grace period beginning on the last day of the term specified in Article 47.5 will result in the application being returned to the applicant.

  • On the application of the criminal investigation body, a temporary residency permit in the territory of the Republic of Azerbaijan is provided to a foreign national or stateless person who is considered a victim of human trafficking or supporting criminal investigation bodies.
