The New Quebec Express Entry System Facilitates Faster Processing. On July 4th, Quebec’s immigration minister David Heurtel tweeted that new announcements will be made by the ministry and they will come into effect as from August 2nd, 2018. A day after it was tweeted by the minister, the Ministère de l’Immigration, et de la Diversité et de l’Inclusion (MIDI) retweeted it.
The new directives were written down in March and one of the initiatives among others is an Expression of Interest System. The main aim of introducing the system is to replace the first come, first serve basis of an application for the Quebec’s Skilled Workers Program and Mon Project Quebec application portal.
As stated in the tweet, the major focus of redesigning a new system is to improve the process by making it faster and contribute to the economic growth of the province of Quebec through the immigration system. This will take place once the potential for immigration is maximized.

The Quebec Government has no issues forming its own immigration rules because the system is autonomous and the government has considerable independence in creating its own programs.
The minister David Heurtel had stated earlier in the month of May while speaking to TVA Nouvelles that the intention is to lessen the processing times from 32 months to less than 12 months for the application of economic immigration.
MIDI had put out the steps to be followed in order to apply under QSWP. The process is for non-cap-exempt candidates.
The steps are,
- The applicant must submit an Expression of Interest to settle down in Quebec
- The applicant must present the invitation to apply for Quebec Selection Certificate (Certificat de sélection du Québec, or CSQ) which has to be received from MIDI.
- After receiving the invitation, the applicants must apply for the Quebec Selection Certificate. The application must also be sent to the MIDI.
- After the CSQ is obtained, the applicant must submit the federal portion of the application.
Within a short time, it is being expected that MIDI will announce some more details like ranking criteria about the new Quebec’s Expression of Interest System.

How will Quebec Express Entry work?
The new Quebec Express Entry works similarly to the federal Express Entry system; eligible candidates to participate in the QSWP, will have to submit an Expression of Interest as their first step.
The profile created in the online platform will be valid for Twelve (12) months, similarly to the federal Express Entry system. After being accepted to the Expression of Interest pool, the applicant will see their score in the ranking system, which decides their position in the pool. Furthermore, this is also quite similar to the Comprehensive Ranking System (CRS) of the federal Express Entry.
Points in the Quebec type of the federal Express Entry system are expected to be allocated for similar factors: age, educational qualification, languages skills, adaptability, employment etc.
The Quebec province will then select candidates from the Expression of Interest pool through invitation rounds or so-called “draws.” Candidates who pass or exceed the cut-off point will be asked to apply for a Quebec Selection Certificate (CSQ).
The candidate who has been invited to apply for an Invitation to Apply (ITA) will have Ninety (90) days to submit an application for Quebec Selection Certificate. After receiving the certificate, candidates will be able to apply to the Canadian government for permanent residence.
