Ontario Immigration Closes Intake For Employer Job Offer Streams For 2019

Ontario immigration has finally announced the closure of the intake period for its Employer Job Offer streams: Foreign Worker category.

The popular Ontario Immigrant Nominee Program (OINP) stream kicked off on August 27, 2019, and closed operations on September 23, the province said.

An OINP statement declared that both the Employer Job Offer streams for Foreign skilled Workers and International Students will remain closed for the rest of 2019.

“The Employer Job Offer Foreign Worker and International Student class have seen a major surge in the number of applications in 2019 and due to Ontario’s limited number of allocations from the Federal government, the province has reached its application target for these streams for the year,” the statement declared.

“The Employer Job Offer Foreign Worker and International Student immigration program will re-open in 2020 to receive applications for the new nomination year.”

However, Ontario’s Employer Job Offer: In-Demand Skills Stream still remains open to applications.

The Ontario Employer Job Offer stream replaced the previous Employer Pre-Screened stream with the key difference being that the applicant, not the employer, controls the application process.

Eligibility Requirements for Employer Job Offer Streams

Employer Job Offer: Foreign Worker Stream

To be eligible under this stream, applicants must have:

  • A full-time permanent job offer under NOC 0, A or B that fulfil the median wage requirements levels for Ontario, and in a position that is relevant to the business. For applicants already working in the position, the proposed wage must be greater than or equal to the current wage being paid.
  • Two consecutive years of relevant work experience in the last five years before the application date.
  • Relevant mandatory licensing in Ontario, if the job position request for it.
  • Live abroad, or be studying or be working or visiting Canada on a valid permit.
  • Intention to live in Ontario.

Under the stream, businesses must also meet several conditions:

  • Been active for the last three years.
  • Have premises in Ontario.
  • Comply with all the health, employment and safety legislation.
  • If situated in the Greater Toronto Area (GTA): minimum of $1,000,000 in gross annual revenue and five full-time or permanent employees who are Canadian permanent residents or citizens.
  • If found outside the Greater Toronto Area: minimum of $500,000 in gross annual revenue and three permanent or full-time employees who are Canadian permanent residents or citizens.
  • For the Foreign Worker category only: Demonstrate recruitment efforts if the candidate is residing outside Canada or is working in Canada but outside of Ontario.
  • If the applicant is presently working in Ontario, this condition is waived.

Employer Job Offer: International Student Stream

To qualify under the Employer Job Offer: International Student Stream, individuals must:

  • Have completed studies, or have met the requirements of a full-time degree or diploma program, at a designated Canadian postsecondary school that takes at least one or two years to complete (on a full-time basis).
  • Apply within two years of completing their studies in an eligible Canadian postsecondary school.
  • Have finished more than half of their studies while lawfully living and studying in Canada;
  • Have an approved full-time permanent job offer of an indeterminate period in a skilled occupation (NOC 0, A, or B) in Ontario
  • Hold the mandatory authorization or licensure required for the job at the time of applying.
  • Demonstrate the intention of settling in Ontario. Applicants will need to show their connections to Ontario;
  • Have and maintain legal status (a visitor record, work permit or study permit) in Ontario throughout the application period if the applicant is settling in Canada; The OINP receive applications from potential persons who are in implied status at the period of applying.
