Quebec International Students Can Submit Supporting Documents Online

Applicants who are in the process of applying for Quebec’s international student study program will be able to lodge supporting documents online.

Quebec provincial government shifted to an online application system for its international student program in 2008. Many of the applications for temporary selection for studies are now already being lodged through an online portal specially created for that purpose.

However, any supporting documents required to accompany these applications needed to be mailed to the Quebec immigration authorities.

Quebec’s Immigration Ministry, the MIFI, says it has now carried out secure electronic documents submission solution to facilitate this process for foreign students. That new service is now available through Quebec’s immigration application management system, called Arrima.

However, anyone who still wants to submit their supporting documents offline, through paper format and by mail can still do so.

Submitting Supporting Documents

To submit supporting documents, candidates must first have completed and lodged an online application for selection to study in Quebec. After completing this process and paying all required fees online, supporting documents can be submitted through the Arrima portal by following the four steps rendered below:

  1. Once your application has been submitted, you will be presented with a list of important supporting documents to be submitted through the Arrima portal. Prepare your documents. All documents should be scanned in PDF format, be complete, legible, and accurate.
  2. The file number required to lodge your documents in Arrima will be communicated to you forty-eight (48) hours after your request is submitted. The file number will be available in the “Access my file” part of the “Online application for temporary selections for studies” portal.
  3. Create an Arrima profile with your first and last names as they appear in your documents and passport.
  4. Submit your documents by following the instructions presented to you in the Arrima portal. You will receive a confirmation by email as well as in the Arrima portal saying you have successfully submitted all the documents.

What Is Arrima?

Arrima was introduced two years in 2018, to manage the pile-up of candidates for the Quebec Skilled Worker Program after the program was changed from a paper-based, (i.e first-come/first-served system) to an Expression of Interest (EOI) system.

Quebec’s Expression of interest system manages the accumulated number of candidates for a Quebec Selection Certificate (Certificat de sélection du Québec, or CSQ), which is required in order to apply for Canadian permanent residence in the province.

Candidates express their interest by creating a valid profile in Arrima, which is then added into the pool of candidates and ranked based on either a score or other requirements.

Quebec’s Immigration authorities sent out invitations to apply for a CSQ based on either a candidate’s score or other factors such as labour requirements in the province’s outlying regions.

Candidates who receive a CSQ can apply for Canadian permanent residence with Immigration, Refugees and Citizenship Canada (IRCC), which verifies medical and criminal admissibility.
