Basically, the Quebec immigration selection system for Quebec Skilled Workers Program (QSWP) was established to identify immigration candidates who have the potential to become economically established in the province.

Foreign Skilled Workers who intend to reside in the province of Quebec are assessed under the Quebec skilled workers program or through the federal express entry to settle in Quebec.
